Hi Gary, further to what Dave said, long set epoxy is far stronger and less brittle than short set. if you look on Deluxe Materials site he gives a strength breakdown, I would use 1hour set or 24hour for ultimate strength, Araldite if mixed properly is brilliant.

Two part epoxy should work well. Make sure you have carefully sanded all round the hull to deck area so that there are no uneven bumps etc. I would use one of the longer setting versions so you have time to glue all round the hull and deck. To hold the deck in place you can use large rubber bands at frequent intervals. Do follow the instructions for the epoxy and leave to cure for at least the time stated, a longer wait will ensure the epoxy has fully hardened.
When set you can sandpaper round the deck and fill any gaps with a glue sawdust mix.

Welcome to the site.
The frame should be level with the hull lip, so the deck can sit on the lip and the frame top. Sounds like the frames are for a planked model so each may need reducing by the thickness of the fibreglass hull and then gradually reduced to a good fit. You will find sealing the deck to the hull will be easier and more waterproof with the deck on top of the lip.
Most kits assume a certain level of experience and as you build more models so your expertise will improve.
You will usually find help on this site and others will benefit and learn from your experience.
