Steam tugboat tow hooks

Not knowing what - if anything she towed, I can only surmise that she was built that way before her assignment to that duty station.
So many ships . . . and so little time . . .

This tug operated in Port Elizabeth in South Africa and as far as I know, barges were never used there but I stand to correction on that.

When towing more than one line of tugs, they will often run a line to the lead barge in each row, so they could run a line to each hook.
So many ships . . . and so little time . . .

My photos of the original SAR&H tug "CF Kayser" show two apparently identical tow hooks. Anyone know why? Is the one simply an emergency spare?
