My preference is to fit false exhaust pipes out the back to let out the water.
Stick a piece of 1/16th ply over the inside of the holes, and fill the outside with resin or car body filler.

You could try to fill holes with Resin use a tissue paper soaked in Resin and placed on inside, then fill with Resin when dry. there are other ways no dought but that that was the way that I fixed a hole in my vessel.

Add it to your train set as a mini golf display. That is what a local entrepreneur did in our area, took a boat and added it to his mini golf lot the called it Ship Wrecked. It has water and many other nautical things.

Having just rebuilt the hole after a selection of unwanted guests had moved I am stuck with four holes one is the rudder the other one in the keel is the original water scoop and one each side high up in the F of FIRE must have been for something else now then chaps i have got a water cooled motor and esc so i need another scoop and can I use the existing holes for the waste water or will that look odd or do drill more holes to chuck the waste water out the back some assistance please, model trains are much easier🤕🤕
